This study provides an in-depth insight into the weighting methods of ROC (Rank Order
Centroid) and CRITIC (Criteria Importance Through Intercriteria Correlation) within
the OCRA (Operational Competitiveness Rating Analysis) method for multi-criteria
decision-making in selecting competent teachers at SMP Negeri 26 Batam. Teacher
assessment is based on four primary indicators: personal competence, pedagogical
competence, professional competence, and social competence. The ROC method deter-
mines weights based on the ranking of criteria priority, reflecting the decision-maker’s
preferences. Meanwhile, the CRITIC method assigns weights by considering data
variability and inter-criteria relationships, resulting in a more objective data represen-
tation. These two weighting techniques are then processed using the OCRA method to
determine the ranking of competent teachers. OCRA operates by directly comparing the
maximum and minimum values within the dataset to generate rankings. The research
findings indicate that, based on the ROC-OCRA combination, Teacher H ranks first,
whereas the CRITIC-OCRA combination places Teacher B in the top position. The rank
difference analysis using the Wilcoxon test yields a Z-value of 0.000 and a p-value of
1.000, indicating that the ranking differences follow a balanced pattern.
