    Abstract
The optimization of public services in government institutions requires adequate human resource support. Dinas Komunikasi dan Informatika Provinsi Sumatera Utara, the recruitment of Non-ASN employees has been implemented to support operational activities, with their number exceeding that of ASN, indicating a dominant role in task execution. However, the contractual employment system applied to Non-ASN personnel poses potential challenges regarding job satisfaction. This study aims to analyze the influence of job involvement, organizational culture, and work motivation on the job satisfaction of Non-ASN employees at the Dinas Komunikasi dan Informatika Provinsi Sumatera Utara. The research employed an associative study with a quantitative approach. The population comprised all Non-ASN employees at the institution, with a sample of 73 respondents selected through a saturated sampling technique. Data were analyzed using multiple linear regression and descriptive statistical analysis. The results revealed that, simultaneously, the three independent variables significantly influenced job satisfaction. Partially, job involvement, organizational culture, and work motivation each had a positive and significant effect on job satisfaction. Among these variables, job involvement emerged as the most dominant factor influencing the job satisfaction of Non-ASN employees.
