The phenomenon of homosexuality often raises various perceptions in society, where there is a debate that homosexuality is considered deviant behavior and a social problem, and there is also an assumption that being homosexual is part of human rights. Therefore, this study aims to determine the perception of USU FISIP students towards the homosexual phenomenon. The researcher used a Qualitative method with a phenomenological approach. Data collection techniques include interviews, observations, documentation, and literature studies. The data obtained in the field were then analyzed to draw conclusions from the research results. The conclusion obtained from the research results is that most informants have a perception that is against homosexuality because it is considered a deviation from existing religious and cultural norms and values. Homosexuality is also considered a social disease that can cause greater social problems for society. Students argue that the factors causing homosexual behavior come from internal factors such as chromosome differences and hormonal tendencies, trauma, mental disorders; and also from external factors such as family parenting patterns, friendships, social environments, and social media. This student perception is influenced by a strong belief in religious, social, and legal norms and values in Indonesia that oppose homosexual behavior. Despite the existence of opposing views and the non-recognition of homosexuality as a human right, informants still support the fulfillment of equal basic rights for homosexuals.
