dc.description.abstractManaging people's markets is one form of Government and Local Government services to improve the competitiveness of the community, as stated in Law of Indonesia No. 7 of 2014 concerning Trade, followed by Permendagri No. 20 of 2012 concerning Management and Empowerment of Traditional Markets. The existence of people's markets in Indonesia, is one of the local potentials that plays an important role for the livelihood of many people. Utamanews.com (2022) shows that the Tanjung Morawa People's Market located on Jl. Gerilya, Tanjung Morawa District, was named by business people as the worst people's market in Deli Serdang Regency. This research aims to describe the capacity of the Disperindag Deli Serdang in managing the Tanjung Morawa People's Market. This research uses descriptive qualitative research. Research data from primary data sources through observation data collection techniques and direct interviews with resource persons, secondary data sources through documentation data collection techniques. The data obtained were analyzed qualitatively using the theory of organizational capacity indicators according to Horton et al. (2003: 22), including: HR, infrastructure, technology, budget, and organizational activities. The results of the study revealed that, the Disperindag Deli Serdang did not have the capacity to manage the Tanjung Morawa People's Market as evidenced: HR, the employees of the Disperindag Deli Serdang are unable to provide the size of stalls/los according to the needs of trade in the people's market, so that most business actors turn into street vendors because they need a wider business place. Infrastructure, public markets are not routinely maintained so that public market infrastructure is inadequate. Technology, not utilizing the REPATONIK system as an innovative solution in market retribution collection. Budget, public market revenues often do not reach the target limiting APBD revenues to carry out organizational activities according to the SPT. Organizational activities, such as cleaning activities have not succeeded in creating a cleaning and waste handling system, and have never carried out cooperation activities with the Tanjung Morawa District Government to curb street vendors around the Tanjung Morawa People's Market. It is necessary to strengthen the capacity of human resources in carefully allocating budgets for public market improvements, infrastructure maintenance, technology utilization, and maximizing the implementation of organizational activities according to the SPT.en_US
