The rapid advancement of space technology and the growing interest in space tourism—both from developed countries and the global private sector—highlight the importance of international legal collaboration in establishing regulations that ensure the safety, fairness, and sustainability of space exploration. This thesis raises several key issues: the forms of collaboration between states and international organizations in the development of space tourism, the impact of such collaboration on safety and security standards, and how national regulations are adapted to comply with international law. The purpose of this research is to analyze and identify the forms of international legal collaboration, assess the impact of such collaboration on space safety standards, and examine how various countries adjust their domestic regulations to align with international legal frameworks regarding the development of space tourism. This study applies a normative juridical method, using secondary legal sources, with data collected through literature review and analyzed qualitatively.
The results of this thesis: highlight the goals of global collaboration in supporting investment and technological advancement in the field of space tourism development, discuss the contribution of international cooperation in setting safety standards, and review other countries’ regulatory adjustments and the challenges they face in aligning national laws with international norms. Overall, international legal collaboration is considered crucial for the sustainable development of space tourism.
