dc.description.abstract | The Maternal Mortality Rate in Asahan Regency ranks among the top five
highest in North Sumatra Province. Efforts to reduce maternal mortality are in line
with the government's commitment to achieving the Sustainable Development
Goals, particularly Goal 3: 'Good Health and Well-Being.' This study aims to
provide an in-depth description of the effectiveness of the Asahan Regency Health
Office, as a Regional Apparatus Organization, in realizing the Sustainable
Development Goals through the reduction of maternal mortality. The analysis in
this study employs organizational effectiveness indicators proposed by Gibson
(1995), which include: productivity, efficiency, flexibility, development, and
satisfaction.
The research method used in this study is descriptive qualitative research.
Data and information were collected through interviews, observation,
documentation, and literature review. The data and information were then
compiled and analyzed to draw conclusions. Subsequently, the validity of the data
was examined and established through triangulation.
The findings of the study indicate that the effectiveness of the Asahan Regency
Health Office in achieving the Sustainable Development Goals through the
reduction of maternal mortality can be assessed using five indicators. Government
productivity is still considered ineffective in reducing maternal mortality, as
reflected in the fluctuating mortality rates and the fact that the target of zero
maternal deaths has not yet been approached. In terms of efficiency, the
government can be considered effective, as it has been able to implement all
planned programs despite the budget being far from ideal. Regarding flexibility,
the government is considered moderately effective, supported by policies that
prioritize service delivery before completing administrative procedures. For the
development indicator, the government is deemed effective, as evidenced by
training provided to healthcare workers, the procurement of medical equipment,
and evenly distributed health promotion efforts. Lastly, in terms of satisfaction, the
government is considered effective, as the people of Asahan Regency have
expressed their satisfaction with the services provided. | en_US |
