    Abstract
    The rapid growth of the housing sector in Medan has driven the increase in complex and high-risk construction projects. This study aims to identify risks in the supply chain activities of the Kompos Patria Tama housing development project and to propose appropriate mitigation strategies. The study uses the Supply Chain Operation Reference (SCOR) method to map supply chain activities and the House of Risk (HOR) method to systematically analyze and mitigate risks. Data were collected through literature reviews, observations, interviews, and both open and closed-ended questionnaires administered to three key project respondents. Data processing includes the identification of 23 risk events and 30 risk agents, severity, occurrence, and correlation assessments, and the calculation of Aggregate Risk Potential (ARP) in HOR Phase 1. Based on the results, 16 priority risk agents were identified. In HOR Phase 2, an analysis of the effectiveness and difficulty of implementation led to the proposal of 10 main mitigation strategies. These strategies include enhancing communication, improving planning and procurement quality, worker training, project monitoring, and leveraging information technology to support transparency, efficiency, and compliance in project execution. The findings are expected to provide a foundation for companies to reduce potential supply chain disruptions and enhance overall construction project efficiency.
