    Abstract
    The Steam Power Plant (PLTU) Xyz is one of the electricity providers that heavily relies on the availability of coal as its primary fuel. Significant fluctuations in coal supply can disrupt operational continuity and directly impact the distribution of electricity to the public. This study aims to identify the risks arising in the coal procurement and handling process and to formulate appropriate mitigation strategies using the House of Risk (HOR) approach. The method used consists of two phases: HOR 1, which determines the priority of risk agents based on the Aggregate Risk Potential (ARP) value, and HOR 2, which proposes mitigation actions based on the ratio of effectiveness to difficulty (ETD). The research was conducted at PLTU Xyz using a descriptive-correlational approach through observation, interviews, and questionnaires distributed to relevant parties. The results show that there are 20 risk events and 22 risk agents, with 14 priority risk agents identified as the dominant causes of fluctuation. The risk agent with the highest ARP value is spontaneous combustion in coal piles, while the one with the lowest ARP value is the lack of routine visual checks and sample collection. Preventive actions derived from identifying priority risk sources and calculating ETD values indicate that the top-priority preventive action is applying the FIFO (First In First Out) method in stockpile coal management to prevent quality degradation and self-heating. Based on these findings, a mitigation strategy is designed to help stabilize the coal supply chain at PLTU Xyz.
