    Abstract
    The purpose of this research is to identify the factors that hinder the welfare of farmers in Tomok Village, Simanindo Subdistrict, Samosir Regency. The population in this study consists of rice farmers. The sampling method used was simple random sampling involving three (3) farmers, as well as several sources related to external factors. The data obtained in this study were analyzed using qualitative descriptive methods. The inhibiting factors affecting the welfare of rice farmers in Sangia Makmur Village are the number of family members, land area, and capital loans, all of which have a significant correlation with welfare. Based on the discussion of the relationship between the inhibiting factors and the welfare of rice farmers in Tomok Village, it can be concluded that the welfare of rice farmers in this village is generally at the poverty line. However, some farmers still face challenges such as a high number of dependents, capital loans, and limited land area. The relationship between the inhibiting factors and the welfare of rice farmers in Tomok Village indicates that internal factors such as the number of dependents, level of education, productive age, and the selling price of harvests affect the livelihood and welfare of rice farmers. Likewise, external factors such as agricultural extension support (PPL) and assistance from the village head influence the advocacy and implementation of farming practices in Tomok Village.
