Effectiveness of the Marine and Fisheries Business Actor Card Program (KUSUKA) for the Welfare of Small Fishermen in Pasar Terandam Village, Barus District, Tapanuli Tengah Regency
Abstract
This study aims to evaluate the effectiveness of the Marine and Fisheries Business Actor Card Program (Kusuka) in improving the welfare of small fishermen in Pasar Terandam Village, Barus District, Tapanuli Tengah Regency. The research employs a qualitative descriptive method with data collection through observation, in-depth interviews, and documentation. The findings indicate that although the Kusuka Program has been implemented with appropriate targeting and the card issuance process is relatively quick, many fishermen do not fully understand the benefits offered by this program. Limited communication and ineffective socialization are the main obstacles hindering fishermen's understanding of the functions and advantages of the Kusuka Card. While some fishermen receive assistance in the form of health insurance and fishing gear, there is no significant change in their economic welfare, which remains low and dependent on fluctuating fish catches. The study also notes that a consumptive lifestyle among fishermen, influenced by social factors and low education levels, exacerbates their economic conditions. Therefore, this research concludes that the Kusuka Program is not yet effective in enhancing the welfare of fishermen in Pasar Terandam Village. Recommendations are provided to improve socialization, training, and mentoring for fishermen so that this program can deliver more tangible and sustainable benefits in improving their quality of life.
