This study aims to analyze the influence of supervisor phubbing on employees’
communication satisfaction with their supervisors, trust in supervisor, and
employee performance at the Regional Secretariat of North Tapanuli Regency. A
quantitative approach with an explanatory method was employed in this research.
The theories used include Expectancy Violation Theory, Media Dependency
Theory, and Social Exchange Theory. The study population consisted of all civil
servants (ASN) at the Regional Secretariat of North Tapanuli Regency who held
functional (staff) positions. The sampling technique used was total sampling. The
research instrument was distributed to 105 respondents through an online
questionnaire. The data were analyzed using single-table analysis and direct effect
testing. The results, analized with SmartPLS software, indicate that supervisor
phubbing has a negative effect on subordinates’ communication satisfaction with
their supervisors. Supervisor phubbing also has a negative impact on employees’
trust in supervisors and on employee performance. These findings provide practical
implications for the Regional Secretariat of North Tapanuli Regency and other
government institutions to develop codes of ethics for professional interactions and
to reise digital awareness, ensuring that the use of technology does not interfere
with communication quality, trust, and performance within bureaucratic work
environment.
