    Abstract
    The flood disaster that occurred in Tebing Tinggi City was the result of overflowing water in the upstream area that inundated residential areas and disrupted community activities. Rao Village and Semut Village were the two most severely affected areas. This incident emphasizes the importance of the emergency response phase as the initial stage in disaster management efforts that focus on saving victims, rapid assessment, and meeting basic needs. This study aims to determine the role of the Tebing Tinggi City Regional Disaster Management Agency (BPBD) in carrying out tasks in the emergency response phase for flood-affected communities. This research uses a qualitative method with a descriptive approach. Data collection techniques were conducted through interviews, observation, and documentation. The results of this study indicate that the BPBD has carried out its emergency response role fairly effectively, despite facing limitations in resources and the absence of proffesional social workers. This role is reflected areas, the determination of disaster emergency status, and the fulfillment of basic needs such as food, temporary relocation, and the establishment of public kitchens. BPBD has also provided protection for vulnerable groups and has made efforts to gradually restore vital infrastructure. Although challenges remain, BPBD has demonstrated its commitment to fulfilling its core responsibilities during the emergency response phase of the flood disaster, particularly in high-risk areas such as Kampung Rao and Kampung Semut.
