The Effectiveness of the Livestock Assistance Program in Improving Community Welfare in Ujung Padang Village, North Labuhanbatu Regency
Abstract
Food security in villages is one of the programs as an effort to reduce
extreme poverty rates in villages, in addition this program aims to realize food
sufficiency in villages. Ujung Padang Village is one of the villages located in Aek
Natas District, North Labuhan Batu Regency, generally the people in this village
work as farmers and livestock breeders. Ujung Padang Village Head Regulation
Number 2 of 2024 concerning the Mechanism and Distribution of Village Food and
Animal Security Sourced from Village Funds, by budgeting 20% of the Village Fund
Ceiling to implement the food and animal security program in Ujung Padang
Village, in the form of providing assistance for pigs and goats and cattle. which is
given by the government to increase the income of the community in Ujung Padang
Village.
The research method used in this study is descriptive research with a
qualitative approach. Data collection was carried out using interview, observation,
and documentation techniques. The data obtained were analyzed qualitatively with
the program effectiveness theory approach by Budiani, including Program Target
Accuracy, Program Socialization, Program Objectives and Program Monitoring.
The results of the study indicate that the accuracy of the target of the
livestock assistance program in Ujung Padang Village is still not fully on target,
community involvement in planning is still low and the process of identifying target
recipients of livestock assistance is still not in accordance with the criteria, then
Socialization is carried out through Village Deliberations, but due to lack of
coordination, information is not conveyed evenly and there are still residents who
do not know or cannot access the livestock assistance program implemented by the
village government, for Achievement of Objectives, the implementation of the
livestock assistance program has not been achieved in accordance with the
predetermined objectives because the program implementation mechanism is often
ignored and supervision of the livestock provided is very minimal. In addition, the
lack of periodic monitoring and evaluation from the Village Government, causes
livestock deaths and hampers livestock development, in addition, the community
cannot use it properly according to the program's objectives which results in the
program not running effectively.
