Implementation of Social Work Practice Principles in the Family Hope Program (PKH) for the Elderly in Medan Timur District
Abstract
The Family Hope Program (PKH) is a conditional cash transfer program initiated by the Indonesian government aimed at supporting poor and vulnerable families, including the elderly, by improving access to education, healthcare, and social protection. This study aims to analyze the implementation of social work practice principles within the PKH for the elderly in Medan Timur District. A qualitative descriptive method was used, with data collected through observation, interviews, and documentation involving three groups of informants: PKH facilitators, elderly beneficiaries, and a group leader of PKH recipients. The findings indicate that principles such as individualization, acceptance, controlled emotional involvement, non-judgmental attitude, client self-determination, purposeful expression of feelings, and confidentiality were applied during the facilitation process. However, implementation faced challenges, including the limited number of facilitators compared to the beneficiaries and the beneficiaries’ lack of awareness of their rights and responsibilities. This study highlights the need to optimize the role of social workers and enhance the capacity of PKH facilitators to sustainably improve elderly welfare.
