    Abstract
    The phenomenon of homelessness and begging has long been a social problem disrupting the comfort of the community in North Sumatra, with a total of 3,597 individuals recorded by the Medan City Central Bureau of Statistics in 2023. According to Law No. 11 of 2009 concerning Social Welfare, homeless people and beggars are categorized as Social Welfare Problem Holders (PMKS) who require priority in social welfare services due to social dysfunction. The Government of North Sumatra Province, through the UPTD Social Services for Homeless and Beggars in Binjai, conducts rehabilitation through skills development programs aimed at restoring the social functions of the residents. This study aims to identify and analyze the impact of the skills development program on the rehabilitation of residents at the UPTD. The research method used is qualitative with a descriptive approach, employing in-depth interviews, observation, and documentation. The results indicate that the skills development program has a direct positive impact on rehabilitating the residents, including the restoration of self-confidence, responsibility towards their future, family, and society, as well as the recovery of their ability to perform social functions appropriately. Additionally, the residents experience comprehensive physical and social healing.
