The Role of Administrative Affairs in Improving Administrative Services at the Office of Cooperatives, Small and Medium Enterprises of North Sumatra Province
Abstract
Background: In an organization, administrative affairs play an important role as
the center of information, documentation, and archiving that supports the
achievement of institutional goals. However, based on observations during an
internship at the Office of Cooperatives, Small and Medium Enterprises of North
Sumatra Province, various administrative problems were found, such as limited
work equipment, ineffective internal communication, and the absence of a
standardized work method. Administrative affairs have not yet been fully recognized
as a strategic element in the bureaucratic reform agenda, even though their role is
crucial in delivering fast, accurate, and transparent administrative services.
Objective: This study aims to determine the role of administrative affairs in
improving administrative services at the Office of Cooperatives, Small and Medium
Enterprises of North Sumatra Province.
Method: This research uses a descriptive qualitative approach. Data were collected
through three main techniques: direct observation, interviews with administrative
staff, and documentation from within the office.
Results: The research results show that the role of administrative affairs is highly
significant in providing administrative services. However, the supporting facilities
and infrastructure in the administrative division are still limited, and the staff has
not fully adhered to administrative procedures and archival management.
Conclusion: Administrative affairs play a vital role in supporting administrative
services at the Office of Cooperatives, Small and Medium Enterprises of North
Sumatra Province. However, this role has not been optimally implemented due to
facility limitations and weak employee discipline. Therefore, there is a need to
strengthen work systems, improve facilities, and provide staff training to make
administrative services more effective and efficient.
