Capacity of Environmental Service in Waste Management at the Final Processing Site of Labuhanbatu Regency
Abstract
Cleanliness is something that must be considered in a country. The government of a country has the duty and responsibility to manage and maintain cleanliness in order to create a decent life for the population. Waste is one of the environmental problems that has become a global concern in recent years. Every human activity must produce waste or garbage. According to Law Number 18 of 2008, waste is all the remains of daily human activities or natural processes in solid form. The problem of waste is very important to discuss because this problem cannot be allowed to continue. The government must get involved directly in handling this problem because the community needs people who are experts in their fields. It is known that Labuhanbatu is included in the top five as regencies/cities producing waste in North Sumatra with a total of 130,188 tons. The Environmental Service carries out government affairs in the field of the environment and environmental cleanliness. This study uses a descriptive method using a qualitative approach. Data collection was carried out through interviews, observations, and documentation. The data obtained were then analyzed qualitatively using the Capacity Theory from Hall et al. which states that capacity is the ability of an organization to do their work from factors that limit or damage the organization's ability to fulfill their mission. The findings in the research field concluded that the Capacity of the Environmental Service in waste management at the Final Processing Site (TPA) of Labuhanbatu Regency is not yet optimal. The Infrastructure and Process Capacity of the Environmental Service of Labuhanbatu Regency needs to be improved because the number of garbage trucks owned is not sufficient and does not meet expectations. Furthermore, the Planning and Development Capacity of the Environmental Service of Labuhanbatu Regency also needs to be improved because the planning and development carried out by the Environmental Service of Labuhanbatu Regency regarding the addition of the Final Processing Site (TPA) has not yet been successfully realized.
