    Abstract
    Background: Lake Toba possesses significant potential in the fisheries sector, producing key commodities such as carp, tilapia, mujair, and endemic species. However, the traditional sales system leads to low product value, inefficient distribution, and dependence on middlemen. Digital transformation offers a strategic solution to improve marketing efficiency and fishermen's welfare. Objective: This research aims to design and develop a web-based digital sales system to expand the market reach of Lake Toba’s fish commodities, enhance distribution efficiency, and support the local economy through the empowerment of fishermen and small-scale fisheries businesses. Method: The research uses a software engineering approach with the Waterfall development model, encompassing data collection, system requirement analysis, system design, development using Laravel and the TALL stack (Tailwind CSS, Alpine.js, Laravel, Livewire), black-box and UAT testing, and limited system implementation among selected local fishing groups. Results: The developed system includes features such as product catalogs, online ordering, stock management, and digital payments. Initial implementation indicates improved transaction efficiency, broader market access, and ease for fishermen to sell their products directly to consumers without intermediaries. Conclusion: The designed digital sales system effectively supports the digital transformation of fisheries-based MSMEs around Lake Toba. The application of information technology not only enhances sales effectiveness but also contributes to sustainable local economic development.
