    Abstract
    Political parties in the candidacy process often carry out a practice in determining the candidates they nominate with purely pragmatic methods. Political parties in nominating candidates tend to nominate instant candidates so that it can damage a cadre process within the political party. The purpose of this study is to determine the mechanism of selection and determination of candidates for Regional Head, Regent and Deputy Regent by the Indonesian Democratic Party of Struggle (PDI P) in Central Tapanuli Regency in 2024 within a relatively short time and with the existing political dynamics. This study uses Pippa Noris' theory which explains the three stages in determining candidates: the first stage of certification, the second stage of nomination and the third stage of election. This research method uses a qualitative method to help understand the object of study, namely the Indonesian Democratic Party of Struggle (PDI-P). Data collection techniques include interviews and documentation. Constitutional Court Decision Number 60/PUU XXII/2024 significantly impacted the nomination process for the Regent and Deputy Regent from the PDI-P Party. Due to this Decision, the PDI-P Party withdrew support from other candidate pairs that were initially supported. This caused new turmoil within the Party, so that the Chairperson and Secretary of the Central Tapanuli PDI-P Party DPC had to be replaced. On Wednesday, September 4, 2024, the North Sumatra General Elections Commission, through its Commissioner Raja Ahab Damanik, said that the KPU rejected the registration files of PDI-P politicians because they did not meet one requirement, namely, a permit to withdraw support from the previous coalition party. After failing to register as candidates for Regent and Deputy Regent from the PDI-P Party Masinton-Mahmud. On September 12, 2024, the General Elections Commission (KPU) of the Republic of Indonesia (RI) reopened registration for Regional Head Candidates for those who had registered but were rejected or had disputes at Bawaslu. After being reopened by the Central KPU, the Central Tapanuli KPU issued Decree (SK) Number 1100 of 2024, finally on September 15, 2024, registration was re-opened and accepted at the same time.
