Analisis Kesediaan Petani Kelapa Sawit di Kabupaten Langkat untuk Mengikuti Sertifikasi ISPO (Indonesian Sustainable Palm Oil)

Abstract

The government, through Peraturan Presiden RI Nomor 44 Tahun 2020, mandates ISPO certification for smallholder farmers within five years of its enactment, both independent and plasma farmers. However, the adoption rate of ISPO certification among farmers remains low, even after the implementation of the Oil Palm Replanting Program (Peremajaan Sawit Rakyat/PSR) as one of the government’s efforts to encourage farmer participation. This study aims to analyze the factors that influence farmers’ willingness to participate in ISPO certification. The factors hypothesized to affect this willingness include Market Potential, Preconditions for ISPO Compliance, Education Level, Certification Cost Constraints, and Access to Certification Information. The research employs a descriptive quantitative approach using the Binary Logit Model. The sample consists of 76 farmers in Langkat Regency, of whom 52% expressed a willingness to participate in the Indonesian Sustainable Palm Oil (ISPO) certification. The results indicate that Certification Cost Constraints and Access to Certification Information have a significant effect on farmers’ willingness to adopt ISPO certification in the plasma smallholder context in Langkat Regency.
