    Abstract
    The realization of parking retribution revenue in Medan City consistently underperforms against established targets, despite the continuous growth in vehicle numbers. This disparity indicates a significant unrealized revenue potential within business districts. This study aims to analyze the characteristics of on-street parking and to estimate the actual revenue potential from parking retribution on 26 roads within the business areas of Medan City. This research employed a quantitative approach through field surveys to collect primary data, such as parking volume and duration. Secondary data included retribution targets from the Medan City Department of Transportation. Parking characteristics were analyzed descriptively, while revenue potential was estimated using Monte Carlo simulation to model the variability of vehicle numbers. The analysis reveals that parking characteristics are strongly influenced by land use; commercial areas exhibit high parking turnover with short durations, whereas office areas show the opposite pattern. The Monte Carlo simulation proves that the actual revenue potential in most locations far exceeds existing targets. Several locations demonstrated extreme potential, such as Jalan Jahe Raya (805%), Jalan Siantar (695%), and Jalan Guang Zhu (689%). In conclusion, the issue of low retribution income is not caused by a lack of potential, but rather by an ineffective collection system. There is immense and untapped revenue potential. These findings can serve as a basis for the Medan City Government to evaluate and formulate more optimal parking management policies
