Governance of Breakfast Culinary Tourism in Empowering Micro, Small and Medium Enterprises (MSMEs) in Punden Rejo Village, Tanjung Morawa
Abstract
This research aims to understand and analyze the governance forms implemented by the village government in the breakfast culinary tourism program as an effort to empower Micro, Small, and Medium Enterprises (MSMEs) in Punden Rejo Village, Tanjung Morawa District, Deli Serdang Regency. This research is important to provide an empirical picture of the application of good governance principles in the development of local economies based on village culinary tourism.
This research uses a descriptive qualitative approach with data collection techniques in the form of in-depth interviews, observations, and documentation from informants consisting of village officials, MSME actors, and tourists. The theory used in this research refers to the principles of good governance according to Sedarmayanti, namely participation and accountability, which are linked to the concept of MSME empowerment.
The research results indicate that the management of breakfast culinary tourism has not been running optimally. In terms of accountability, the weak accountability of the village government in managing the breakfast culinary tourism in Punden Rejo to empower MSMEs is due to not registering and mentoring the village's MSMEs in the tourism sector with the Deli Serdang Regency Cooperative and MSME Office to obtain a Business Identification Number (NIB). And the lack of reporting related to the 10% tax deduction and the minimal facilities in the form of business capital and training, caused most of the MSME actors to stop their business activities. From a participatory perspective, the lack of active involvement from the village government in engaging the community, especially community institutions such as Pokdarwis, PKK, and Karang Taruna in the planning and implementation of activities, has resulted in weak social support for local MSMEs. Based on the research results above, it shows that the management of breakfast culinary tourism in Punden Rejo Village has not been able to empower MSMEs optimally due to the weak implementation of accountability and participation principles. The success of sustainable tourism heavily depends on the cooperation between the village government, MSME actors, and village institutions to build a participatory and accountable tourism management system that can sustainably support the local economy.
