    Abstract
Rehabilitation of drug abusers is an effort to recover so that abusers can return to carrying out their social functions. The rehabilitation section of the National Narcotics Agency of North Sumatra Province is a place for recovery for drug abusers. Recovery is carried out to find the motivation to heal in the abuser. Even though they have undergone recovery, there are still abusers who have returned to abusing drugs. This research was carried out in the rehabilitation section of BNNP North Sumatra. The study aims to find out the factors that affect drug abusers to experience relapse in the rehabilitation section of BNNP North Sumatra. This study uses a qualitative research method with a case study approach. The informants in this study consisted of key informants of counselors in the rehabilitation section of BNNP North Sumatra, the main informants of drug abusers who have experienced relapse and are undergoing recovery in the rehabilitation section of BNNP North Sumatra, and additional informants, namely families of drug abusers who have experienced relapse and are undergoing recovery in the rehabilitation section of BNNP North Sumatra. In looking at relapse factors in abusers, Herzberg's theory is used which emphasizes that motivation is influenced by two factors, namely motivational or internal factors and hygine or external factors. Research shows that individual motivation is influenced by various factors, namely self-abuse which encourages re-abuse, supported by the influence of friends or old environment, family, dishonesty, lack of touch with spiritual values, stress or psychological pressure and feelings of overconfidence.
