Implementasi Corporate Social Responbility (CSR) terhadap Pelaku Usaha Mikro Kecil dan Menengah (UMKM) di Lingkungan PT Perkebunan Nusantara III Medan

Abstract

Corporate Social Responsibility (CSR) is an obligation for companies engaged in the utilization of natural resources. In addition, state-owned enterprises (SOEs) are also expected to implement CSR programs to contribute to public welfare and promote sustainable economic development in Indonesia. This research was conducted at PT Perkebunan Nusantara III Medan, located in the city of Medan. The study employed an empirical juridical method, involving direct observation and data collection from the research object. The findings reveal that PT Perkebunan Nusantara III Medan distributes CSR funds through the Micro and Small Business funding program (PUMK) as well as other non-PUMK funding programs, in accordance with the mandate of the Minister of SOEs Regulation Number PER-05/MBU/04/2021 concerning the Social and Environmental Responsibility Program for State- Owned Enterprises. The implementation of the PUMK program aligns with Indonesia’s business law paradigm, which views CSR as a tool to promote sustainable economic development for the benefit of the environment and the surrounding community. The PUMK program in Medan is considered successful, having supported more than 50 assisted partners (mitra binaan) who received funding. However, the implementation is not without challenges. One of the most common issues faced by PT Perkebunan Nusantara III Medan is the delay or inability of partners to repay the funds. To address these issues, the company has conducted regular evaluations and monitoring of the assisted partners experiencing such difficulties.
