In recent years, Indonesia has continuously promoted the development of infrastructure across various sectors, particularly in the economic domain. Economic development based on community participation as business actors has become a key strategy to stimulate national economic growth, with Micro, Small, and Medium Enterprises (MSMEs) serving as a primary pillar. One rapidly growing MSME is Roti Kacang Hj. Eliya Lubis, a leading local brand in Tebing Tinggi City that recorded sales of up to 225,000 boxes in 2023. However, the business faces a critical challenge related to limited space at its current outlet, resulting in long queues and traffic congestion in the surrounding area. This study aims to improve the decision-making process for selecting a new outlet location for Roti Kacang Hj. Eliya Lubis. Based on collected data, six main criteria were identified in determining outlet location: distance, parking area, population, number of competitors, rental cost, and building size—each consisting of four sub-criteria. Calculations using the Analytical Hierarchy Process (AHP), both manually and through the Super Decisions software, indicate that population is the most influential factor in the decision-making process. The optimal sub-criteria are as follows: a single-story building with an area of more than 36 m²; fewer than three nearby competitors; a parking area of 66–100 m²; a distance of 4–7 km from the central activity hub; a surrounding population of 31,000–40,000 people; and a rental cost of less than 15 million rupiah.
