    Abstract
    Hypertension is a significant global health problem. One of the efforts of early detection and prevention of hypertension is done through posbindu PTM. However, in t he health center glugur darat hypertension service achievement is still low only reac hed 61,1% with a considerable target of 22.869 people. This study aims to identify how the implementation of the PTM Posbindu program in early detection and prevention of hypertension in the public health center based on the system approach that is input, process, and output. The type of research used is qualitative research. Data collection method was done by observation and interview to 15 informants. The results showed that the availability of human resources from the cadres side is adequate but, from the community health center personnel still need to be improved. Means for the implementation of early detection of hypertension are available. Infrastructure or convenient location is very important to increase early detection participation in PTM Posbindu. The availability of insufficient funds to meet the procurement of consumables, kms frptm, as well as the late provision of honor to the cadres. In preparation system, coordination is good but communication needs to be improved so that information can be received evenly. Implementation that includes an examination of blood pressure is already carried out. However, evaluation of risk factors and preventive education still needs to be improved. Recording and reporting have been done but not all cadres have mastered Asik. Early detection results vary with community participation that still needs to be improved. Prevention of hypertension through education provides positive benefits, although the impact is different in each individual. The conclusion of this study is the implementation of Posbindu Program in early detection and prevention of hypertension has not been optimal caused by various constraints such as limited human resources, lack of facilities and funding, as well as problems in data recording. Suggestions to the community health center in order to establish cooperation with many parties and improve the target program, so that can be done measurement of the success of the Posbindu PTM program.
