This research aims to examine the implications of Mayor Regulation No. 26
of 2013, which prohibits the rearing of four-legged livestock within urban areas, as
a strategic measure to mitigate environmental pollution. The regulation is in
alignment with the Regional Spatial Plan (RTRW) 2011–2031, which emphasizes
pollution control, sustainable development, and environmental conservation. This
study employs a qualitative research approach, involving 24 informants comprising
government officials, business actors, and consumers, selected through purposive
and snowball sampling techniques. Data were gathered through in-depth
interviews and field surveys, and subsequently analyzed using an interactive
analytical model. The findings reveal that the city is not designated as an
agricultural or livestock production zone, resulting in a significant dependency on
external regions to fulfill food demands, particularly for goat and sheep meat.
Furthermore, land-use changes driven by population growth have hindered the
development of livestock farming areas. Although there is notable market potential
for goat and sheep meat, especially in relation to religious practices such as qurban
and aqiqah, local producers are unable to meet this demand due to regulatory
constraints and limited land availabilit
