Konflik Tanah Pembangunan Venue F1 Powerboat Di Kelurahan Napitupulu Bagasan Kecamatan Balige Kabupaten Toba

Abstract

This study examines the land conflict that occurred due to the construction of the F1 Powerboat Venue in Napitupulu Village, Balige District, Toba Regency. This development is a national-scale project aimed at increasing tourism in the Lake Toba area. However, in practice, the project has caused conflict, both with the indigenous people of Muliaraja Napitupulu descent and residents who were directly affected because their homes and land were evicted. This study aims first to determine the factors behind the conflict. Secondly, to determine the actors involved in the conflict. Third to determine the intensity of the conflict that occurred. This study uses a qualitative approach with a descriptive method. Data were collected through observation, in-depth interviews, and documentation. The theoretical basis used in this study is the conflict theory that analyzes to understand the power and authority relations between dominant groups (government and investors) and subordinate groups (local communities) using Ralf Dahrendorf theory. The results of the study indicate that the conflict occurred due to the imbalance of power in decision-making, where the dominant group controls the development process with minimal community participation, unclear land ownership status, and incomplete compensation. Although the project is still ongoing and the international event has been held three times, the community still voices their aspirations, including hopes for justice for the land and unfulfilled government promises, such as relocation and compensation in the form of shophouses.
