dc.description.abstract | The corn seed assistance program is an effort by the government to
improve welfare, especially for farming communities in rural areas. Jumateguh
Village is one of the locations where the corn seed assistance program is provided
by the government. Assistance is distributed by the village government to improve
the welfare of farmers. Even though corn seeds have been given assistance, it is
still found that not many changes have been experienced by farmers. This research
was conducted in Jumateguh Village, Siempat Nempu District, Dairi Regency.
This study aims to determine the impact of the corn seed assistance program on
the welfare of farmers in Jumateguh Village, Siempat Nempu District, Dairi
Regency. This study uses a descriptive qualitative research method so that
researchers can describe in detail and depth the phenomena that occur in the field.
The data collection techniques in this study are observation, interviews and
documentation. The informants in this study consist of key informants of the Head
of Jumateguh Village, the main informants of the farming community in
Jumateguh Village, and additional informants, namely non-farmer communities
who know about the corn seed assistance program in Jumateguh Village. To see
the impact of corn seed assistance in improving the welfare of farmers, use the
impact theory in Edi Suharto's book to see how conditions before and after the
assistance program is provided and use farmer welfare indicators to measure the
success of the assistance program. The data obtained in the field is then analyzed
to draw conclusions and research results. This study shows that there is not much
impact of changes resulting from the corn seed assistance program on farmers
because the quality of the seeds provided is not in accordance with the condition
of the land in the village, the limited capital of farmers in buying additional
fertilizers, the absence of assistance and counseling from relevant agencies
regarding the procedures for managing aid seeds, as well as the occurrence of
social inequality and social jealousy among farmers due to the absence of criteria
for receiving assistance corn seeds carried out by the village government, many
farmers feel that they deserve assistance, but do not get assistance, thereby
reducing the trust of the farming community in the village government and
affecting social relations between farmers in the village. | en_US |
