The 2011 bullying case in Ōtsu involved a junior high school student who suffered
prolonged harassment, ultimately leading to a tragic suicide. This study aims to
analyze the psychological impact experienced by the victim and evaluate the school’s
response. A descriptive qualitative method was employed, this study using a case
study approach to analyze data from official investigation reports and previous
research. To understand the victim’s psychological condition, this study applies the
Stress and Coping Theory. The results reveal that the victim experienced chronic
anxiety, despair, and social isolation. Due to insufficient support from the school, the
victim was unable to implement appropriate coping strategies, which led to a
deterioration in their psychological condition. The findings indicate that when schools
fail to respond adequately to bullying, the psychological harm to victims may become
more severe. Therefore, this study recommends strengthening psychological support
systems in schools and enforcing stricter anti-bullying measures.
