Women's Participation in the Family Hope Program (PKH) in Tobing village, Aek Nabara Barumun Sub-District, Padang Lawas Regency
Abstract
Family Hope Program (PKH) is a conditional chas transfer program. The conditions applied in this program serve as a form of intervention aimed at addressing issues of social welfare and gender inequality in daily life. Women play a central role as key actors in beneficiary households participating in the PKH program. This study analyzes the form of participation among women receiving social assistance in the implementation of the PKH in Tobing Village, Aek Nabara Barumun Sub-district, Padang Lawas Regency. and examines the supporting and inhibiting factors affecting such participation. Data collection techniques include observation, documentation, and in-depth interviews. Data were analyzed using the tech Harvard analytical framework. The results indicate that women's participation is relatively optimal, manifesting in the contribution of labor and ideas across several stages : program implementation, initial meetings and validation, data updating, commitment verification, and transformation of participation. The main driving factor behind women's participation in KPM PKH in Tobing village include the continued need for assistance among underprivileged families and the obligation to meet certain requirements-such as attending P2K2 sessions, visiting integrated health service posts (Posyandu), and ensuring chidren's school attendance-in order to remain eligible for PKH benefits. On the other hand, inhibiting factors stem from the patriachal system prevalent in the community, wich result in gender subordination and burdens PKH women beneficiaries with multiple responsibilities in both the publc (productove) and domestic (reproductive) spheres. Additionally, the top-down nature of PKH implementtation limits community involvement in shaping program provisions, resulting in non-participation. Theses challenger are further compounded by sociocultural variations that exist across different Indonesia communities.
