Legal protection for children is intended to minimize children in conflict with the law. As regulated in Article 64 paragraph (2) of Law Number 23 of 2002 concerning Child Protection, which states that the state seeks protection for children in conflict with the law. Children as perpetrators of criminal acts are placed in the Special Child Development Institution as a place for fostering minors involved in criminal cases, which aims to provide protection, education, rehabilitation, and recovery of the child's condition. The research method used is juridical-empirical. With this method, finding the facts and data needed and will provide an overview of the role of the Class I Medan Special Child Development Institution in preventing recidivism of child perpetrators of immoral crimes. Data analysis in this study used qualitative methods. The results of this study found that the role of the Class I Medan Special Child Development Institution is to provide personality and skills development programs. All of these coaching programs are carried out by all children, meaning that there is no difference between coaching for children who have committed a crime once and those who have done it repeatedly. In addition, it was also found that insufficient capacity to accommodate the number of children who have committed crimes resulted in no grouping of children based on age and type of crime committed in accordance with the mandate of Law No. 11 of 2012 concerning the Juvenile Criminal Justice System. This institution seeks maximum integration with families, communities and a better approach to fostered children in order to prevent children from becoming repeat offenders, especially recidivists of immoral crimes.en_US
