dc.description.abstractThe standard contract in electricity services is an important legal instrument that regulates the relationship between PT PLN (Persero) and consumers. One of the forms is the Electricity Sale and Purchase Agreement (SPJBTL) which applies unilaterally and is binding on all customers. In practice, not a few consumers experience blackouts without notice, unilateral termination, and not receiving compensation, even though there is a legal basis that regulates consumers' rights to compensation. So that this writing is formulated the problem, namely: How to arrange the standard contract for the sale and purchase of electricity between PT. PLN (Persero) with electricity consumers in Medan City. What is the form of protection for consumers due to default committed by PT. PLN in a standard contract for the sale and purchase of electricity in Medan City. How is the responsibility of PT. PLN (Persero) for its default in the standard contract for the sale and purchase of electricity to consumers at PT. PLN (Persero) ULP Medan City. The research method used is normative juridical research with a legislative approach and a conceptual approach. Strengthened by empirical data from interviews with PT. PLN (Persero) ULP Medan Kota, urban villages, business actors in the Medan City area, and questionnaire data from PLN consumers. Secondary data were obtained from literature studies and document studies. Literature studies are obtained through books, journals, in the form of reports, theses, dissertations, legal dictionaries, legal encyclopedias, legal literature and other written legal materials. The study of documents was obtained from legal documents, laws and regulations, SPJBTL contracts and other official documents. The results of this study show that the SPJBTL clause tends to be biased and has not provided fair legal protection for consumers. PLN's responsibility for default is still minimally realized, both from civil, administrative, and ethical aspects. In addition, the dispute resolution mechanism is not yet in favor of consumers, so the option of Class Action lawsuits becomes relevant to provide a deterrent and justice effect. Therefore, a thorough evaluation of PLN's standard contract structure and strengthening the legal protection mechanism in favor of consumers is needed.en_US
