Constructing a Non-Formal Education Network for the People's School in Medan City: A Qualitative Study Based on Actor Network Theory on the Experiences and Challenges According to Stakeholders
Abstract
This study aims to understand how Sikkola Rakyat functions as a form of
community-based non-formal education in Medan City. Sikkola Rakyat is present
as an alternative education for people who are not served by the formal education
system, especially children from underprivileged families. The results of the study
indicate that Sikkola Rakyat carries out its function through the collective work of
various actors and actants who are members of the social network. This study
uses a qualitative approach with a phenomenological method, which focuses on
an in-depth understanding of the direct experiences of stakeholders, including
facilitators, teachers, students, and the community involved. Data collection
techniques are carried out through observation, in-depth interviews, and
documentation. The research location includes three central points of Sikkola
Rakyat activities: Starban, Bandar Khalipah, and Jalur Hijau. Using the Actor-
Network Theory (ANT), it was found that the success of this program is influenced
by human and non-human involvement (such as curriculum, learning spaces, and
digital media), as well as the translation process that creates agreement and
collaboration between parties. However, Sikkola Rakyat faces challenges such as
limited funds, dependence on volunteers, and minimal formal policy support.
