    Abstract
    Health development that involves all elements of society in Indonesia is an important factor for the success of national development and is also one of the main goals of the 17 Sustainable Development Goals (SDGs). In the SDGs, the third goal of health and well-being emphasizes that states must ensure healthy lives and promote well-being for all individuals of every age. The National Health Insurance Program (JKN) aims to provide health protection. The program offers health care benefits that meet the basic health needs of every individual. The National Social Security Council stated that by May 2024, only 69% of Subulussalam City residents will be JKN participants. This study aims to see the relationship between characteristics, attitudes of health workers, and health complaints with the utilization of health services at Puskesmas Simpang Kiri Subulussalam City. This study is a quantitative study with a cross sectional design. The population in this study were JKN participants who were in the UPTD Puskesmas Simpang Kiri area of Subulussalam City. The sample taken was 97 respondents with random sampling method. Data were collected using a questionnaire. The results showed that the average age of respondents was 35 years old, the majority of respondents were male with 57.7 percent, most respondents did not work, 57.7 percent, the majority had secondary education, 78.4 percent, most respondents lived close to the puskesmas, 55.7 percent, and the majority of respondents had low income, 81.4 percent. The study shows that respondents' knowledge about the National Health Insurance (JKN) is in the good category, while the attitude of healthcare workers at Simpang Kiri Community Health Center is considered less favorable. Health complaints fall into the good category, and most respondents have previously used JKN services. There is a relationship between certain characteristics—namely distance and knowledge—as well as the attitude of healthcare workers, and the utilization of JKN at Simpang Kiri Health Center. However, no relationship was found between health complaints and the utilization of JKN at the Simpang Kiri Health Center. Therefore, it is recommended that health center visitors make greater use of JKN to achieve Universal Health Coverage in Indonesia.
