Government Regulation No. 7 of 2021 provides support for Micro, Small and Medium enterprises (MSMEs) in order to carry out their business activities through the use of public infrastructure as a place for the promotion and development of MSMEs. The phenomenon that occurs in North Labuhan Batu Regency Infrastructure conditions such as terminal infrastructure, ports, train stations, airports, toll roads, rest areas in the infrastructure, and other public infrastructure are inadequate. The problems in this study are How are the legal aspects of infrastructure fulfillment for the development of MSMEs in Indonesia, How is the division of the role of the Central and Regional Governments in fulfilling infrastructure for the development of MSMEs, How is the implementation of infrastructure fulfillment for the development of MSMEs in North Labuhanbatu Regency based on the mandate of Government Regulation Number 7 of 2021 concerning Ease, Protection, and Empowerment of Cooperatives and Micro, Small and Medium Enterprises.
The research method used in writing this thesis is empirical juridical research with a statutory approach and the data used is primary data and secondary data which is analyzed using qualitative analysis.
The results showed that the legal aspects of fulfilling public infrastructure for the development of MSMEs in Indonesia are regulated in various laws and regulations, namely Article 103 of Government Regulation In Lieu Of Law No. 2 of 2022 on Job Creation, Article 60 of Government Regulation No. 7 of 2021, Minister of Finance Regulation Number 115 /PMK.06/2020 on Utilization of State Property (BMN). The central government acts as a regulator and facilitator in the fulfillment of infrastructure for the development of MSMEs. The local government acts as a facilitator and catalyst based on regional autonomy or distribution of authority. The implementation of infrastructure fulfillment for the development of MSMEs in Labuhanbatu Utara Regency based on the mandate of Government Regulation Number 7 of 2021 on The Ease, Protection, and Empowerment of Cooperatives and MSMEs has been running but has not been implemented optimally.
