dc.description.abstractThe implementation of Corporate Social Responsibility (CSR) serves as a tangible manifestation of the principle of responsibility within the framework of Good Corporate Governance (GCG), particularly for companies operating in the natural resources sector. This study aims to analyze the implementation of the CSR program in the field of Micro and Small Business Funding (Pendanaan Usaha Mikro dan Usaha Kecil, PUMK) by PT Indonesia Asahan Aluminium (INALUM) as a form of responsibility principle application. It also examines the legal basis underlying the program's implementation and identifies the challenges encountered, along with the company’s efforts to address them. The PUMK program represents one of INALUM’s concrete contributions to empowering local entrepreneurs within its operational areas through funding assistance, training, and business mentoring. This research adopts a normative legal approach, employing both statutory and conceptual perspectives. Data were collected through literature studies on primary, secondary, and tertiary legal materials, supported by field data obtained through interviews with relevant parties at PT INALUM. Data collection techniques included document analysis and guided interviews. The data were analyzed qualitatively using a deductive reasoning method. The findings indicate that the principle of responsibility holds normative urgency in the implementation of CSR, particularly for State-Owned Enterprises (SOEs) in accordance with the provisions of the Company Law and the SOE Law. The implementation of the PUMK CSR program by PT INALUM reflects the application of the responsibility principle as both a legal obligation and a practice of good corporate governance. Challenges in program implementation include budget limitations, extensive geographical coverage, and verification process constraints. PT INALUM addresses these challenges through continuous training, regular monitoring, and collaboration with external stakeholders.en_US
