The social construction of the Kampung Keluarga Berkualitas (Quality Family
Village) in Pondok Batu Village, Bilah Hulu Subdistrict, Labuhanbatu Regency,
represents a strategic effort to improve the quality of life through a participatory
approach. This study aims to analyze how the community constructs their social
reality within the context of the Kampung Keluarga Berkualitas program by
applying Peter L. Berger's theory of social construction. The research employs a
qualitative method, with data collected through interviews, observation, and
document study. The findings indicate that the processes of externalization,
objectivation, and internalization serve as the foundation for building collective
awareness among community members regarding the importance of the program.
The social construction of Kampung Keluarga Berkualitas is shaped through
three stages of social dialectics. Externalization is evident in the active role of
local actors in promoting the program using cultural approaches. Objectivation
can be seen in the existence of physical elements such as the village gate bearing
the program name, stickers on residents' houses as symbols of family planning
program participation, and a data center containing information about Pondok
Batu Village. Internalization is reflected in the community's acceptance of the
program as a form of collective social responsibility to enhance family life
quality. Furthermore, the study also identifies challenges in the implementation of
the program, including a lack of understanding and participation from certain
segments of the community, and the fact that not all aspects of the Kampung KB
program have been successfully implemented as planned. Some programs have
experienced stagnation, running in place without significant progress or even
being discontinued. Therefore, further efforts are needed to enhance outreach and
education regarding the Kampung Keluarga Berkualitas program to achieve its
intended goals.
