Efektivitas Penataan Ruang dan Penatagunaan Tanah sebagai Upaya Pembangunan Berkelanjutan di Kota Medan (Berdasarkan Peraturan Daerah Kota Medan Nomor 1 Tahun 2022)

Abstract

The development of human life has an impact on the increasing population, thus affecting the land for activities in urban areas, especially in Medan City. Efforts such as implementing spatial planning and proper land use are necessary for effective land utilization. Thus, the development process in Medan City will proceed while still considering aspects of sustainability for the future. Sustainable development in Medan City must be implemented based on Medan City Regional Regulation No. 1 of 2022 concerning the Medan City Spatial Planning Plan for 2022-2042. The effectiveness of the implementation of spatial planning and land use in Medan City, based on Regional Regulation No. 1 of 2022, is still not optimal. This can be seen from the discrepancy between the spatial plan and the reality in the field, the lack of supervision, and the weak implementation of the regulations that have been set. As a result, sustainable development in Medan City still encounters various obstacles and has not been achieved optimally. Article 14, paragraph (1) of the UUPA outlines the importance of systematic land use planning to achieve public welfare. The government is responsible for preparing national planning related to the use of land, water, and space by development interests and environmental sustainability. This planning includes general national-level policies that are translated into specific plans in each region. In this study, it can be seen that in several developments in Medan City, the Government is considered to have paid less attention to the implementation of spatial planning and land use properly. Likewise, the Medan City Spatial Plan, contained in Medan City Regional Regulation No. 1 of 2022, is not running optimally. Various efforts have been and will be made by the Medan City Government to minimize the various obstacles that occur. The Medan City Government invites all parties to commit to supporting the implementation of sustainable development in Medan City.
