Institusionalisasi Partai Amanat Nasional (PAN) pada Pemilu Legislatif 2024 di Kota Medan

Abstract

In democracy, there is something called institutionalism, which is an institutionalization that involves the process of establishing practices as norms recognized in society. This concept covers various aspects of life, including government, administration, and social hierarchy. Party institutionalism is a process in which strengthening party institutions will occur if the party focuses on building a solid structure and fostering loyalty to the party rather than to elite individuals. Researchers are interested in taking this party because PAN is a party that was born in the reform era in 1998 which wanted to bring renewal and a party that was born during the fall of the Soeharto era or the New Order. And the researcher took the case in Medan city because in Medan city the dominant parties are PDIP and Gerindra even though PAN is also a big party so I want to take the case starting from the acquisition of seats in the DPRD, PAN party activities and also its performance in Medan city. The formulation of the problem in this study is how is PAN institutionalism in the 2024 legislative elections in Medan City and what is the role of PAN institutionalism in Medan City in developing winning strategies for the 2024 legislative elections? Data collection methods are ways or techniques used to obtain information or data needed in a study or other activity. This study integrates primary and secondary data sources in the data collection process. The conclusions that can be formulated from the results of the study on the function of institutionalism and PAN's winning strategy in the 2024 Legislative Election in Medan City, based on the theoretical approach and empirical context of political parties in the region: PAN's Institutional Function is Not Optimal Institutionally, even though PAN Medan City has a complete formal structure, the implementation of institutional values such as consistency of rules, system-based decision making, and continuous cadre formation are still symbolic and have not been effective. Institutional functions such as political education, cadre formation, and internal consolidation still tend to depend on figures, not systems Based on the results of the study of the Institutional Function and Winning Strategy of the National Mandate Party (PAN) in the 2024 Legislative Election in Medan City, the author provides several suggestions that are expected to be constructive input for parties and related parties, as follows: Strengthening the Institutional Function of Parties, Developing Planned and Measurable Political Strategies, Modernizing Campaign Media and Digitizing Politics, Reforming the Political Recruitment and Cadre System, Strengthening the Social Base and Strategic Alliance Network, Implementing an Internal Monitoring and Evaluation System
