Investment is an activity that has an important role in national economic development, but in practice it requires legal certainty and protection in order to run optimally. The Job Creation Law (Law No. 6 of 2023) comes as a form of regulatory reform aimed at creating a more conducive and efficient investment climate, especially in Special Economic Zones (SEZs) such as Sei Mangkei. This study aims to analyze the legal provisions on the investment process in SEZs, identify regulatory challenges faced by investors, and evaluate the effectiveness of legal protection for investors after the implementation of the Job Creation Law. This research uses a normative-empirical approach with a descriptive- analytical nature. This approach combines a literature study of laws and regulations with empirical data obtained from interviews with actors in the Sei Mangkei SEZ. The data is analyzed using the statutory method to obtain an in-depth understanding of the implementation of legal protection in a real context. The results show that the investment process in SEZs has been regulated through the synergy of various regulations, but its implementation still faces bureaucratic obstacles and overlapping regulations. The main challenges for investors in Sei Mangkei SEZ include a lack of harmonization between central and local governments, as well as a lack of understanding of the facilities available. Post Job Creation Law, there have been improvements in the acceleration of licensing and simplification of procedures, but legal protection for investors is still not fully optimized due to weak monitoring and dispute resolution mechanisms. Therefore, although the Job Creation Law brings fresh air in investment reform, its implementation requires institutional strengthening and massive socialization so that legal protection for investors can be truly realized.
