This study aims to analyze the current state of public service delivery and its
inhibiting factors at the North Sumatra Cultural Park (TBSU), identify supporting
and constraining elements, and formulate a collaborative governance model as a
solution to improve public services in the arts and culture. TBSU faces numerous
challenges, including limited human resources, low community participation, weak
coordination among stakeholders, and suboptimal use of facilities and
infrastructure. Public services are still largely manual, facilities for training are
limited, and technology utilization remains minimal, all of which are exacerbated
by TBSU’s less strategic location that hampers public access. This research
employs a qualitative descriptive approach, with data collected through
observation, in-depth interviews, and document study, involving informants from
the government agencies, arts communities, academics, and cultural event
organizers. The collaborative governance model referenced to in this study is based
on the theory of Ansell and Gash (2008), which emphasizes the direct engagement
between governmental and non-governmental actors in deliberative process, and
consensus-based decision-making. Implementation of this model involves the
following stages: initial conditions, institutional design, facilitative leadership,
collaborative process, and achievement of shared outcomes. The study recommends
a cross-sector collaborative service reform, strengthening of human resource
capacity, modernization of infrastructure, and digitalization of services.
