    Abstract
    This study examines the role of the Pakpak ethnic youth organization, Gema Sicike-Cike, in the 2024 regional election (Pilkada) campaign in Dairi Regency, with a particular focus on how the organization fosters identity-based political participation and influences local electoral dynamics. The research adopts a qualitative approach using a case study method. Data were collected through in-depth interviews with organizational leaders, traditional figures, local politicians, and community members, as well as through document analysis and the observation of social media activities. The theoretical framework draws on concepts of political representation, political participation, and political brokerage. Findings indicate that Gema Sicike-Cike functioned as a political broker in the 2024 Dairi regional election. The organization played an active role in candidate endorsement, campaign team formation, political communication strategies, and the coordination of campaign events. Political support was mobilized through the use of cultural symbols, clan networks, and identity-based social activities rooted in Pakpak traditions. Although the supported candidate pair was ultimately defeated, due in part to vote-buying practices and campaign fund mismanagement Gema Sicike-Cike succeeded in strengthening value-driven political participation and reinforcing community identity. These findings highlight the strategic potential of ethnic organizations in local democratic processes, not only in electoral terms but also in fostering social cohesion and enhancing political consciousness within communities.
