Access to static archives is essential in supporting information needs in higher education institutions. These archives hold value as sources of historical records, accountability, and research data, although they are no longer actively used. The management of static archives at Universitas Sumatera Utara is carried out by the Archives Office, which serves both the academic community and the public. This service reflects transparency and good governance. However, the service still faces obstacles, particularly due to the lack of coordination with the archival creating units, resulting in suboptimal management. This study aims to explore and describe the process of accessing static archives at the Archives Office of Universitas Sumatera Utara, as well as to identify the challenges encountered in its implementation. This study employs a qualitative approach. Data were collected through observation, direct interviews with archivists, and documentation. The findings reveal that the access service process for static archives at the USU Archives Office involves several stages: user request for access, verification of the request, archival search by staff, and the delivery of archives to users. This procedure has been implemented in accordance with service standards; however, a major obstacle lies in the delayed transfer of archives from the originating work units to the Archives Office, which affects archive availability. The USU Archives Office provides access to static archives in accordance with established procedures; however, improvements are needed in terms of coordination among work units.
