Based on initial observations, it was found that the Library and Archives Office of
Dairi Regency has carried out records disposal activities as an effort to improve the
quality of records and their supporting facilities. This encouraged the author to
examine the process of dynamic records disposal conducted by the institution. The
objective of this final project is to find out how the dynamic records disposal
process is carried out at the Library and Archives Office of Dairi Regency. The
method used in this research is descriptive, with data collected through interviews,
observation, and documentation. The dynamic records at the Library and Archives
Office of Dairi Regency are divided into three categories: active records, inactive
records, and vital records. The number of active records from 2019 to 2025 is
approximately 6,723 files; inactive records from 2019 to 2025 amount to around
32,654 files; and vital records from 2019 to 2023 total about 9,342 files. The
available equipment includes 1 filing cabinet, 14 archive racks, and approximately
560 archive boxes. The implementation of dynamic records disposal at the Library
and Archives Office of Dairi Regency is regulated under the Regulation of the Head
of the National Archives of the Republic of Indonesia Number 37 Article 8 of 2016
concerning records disposal procedures, which consists of: (1) formation of a
records appraisal committee, (2) selection of records, (3) preparation of a proposed
disposal list by the archivist in the archival unit, (4) appraisal by the records
appraisal committee, (5) request for approval from the head of the creating unit, (6)
determination of records to be disposed of, and (7) implementation of the disposal.
The dynamic records disposal activities at the Library and Archives Office of Dairi
Regency have been carried out properly. Therefore, it is expected that the Office
will continue to consistently implement records disposal activities in accordance
with the applicable standards and procedures.
