dc.description.abstractThis study discusses the fulfillment of political rights of persons with disabilities by the General Election Commission (KPU) of Labuhanbatu during the 2020 regional head election, with a particular focus on Law No. 8 of 2016 concerning Persons with Disabilities. Based on reports regarding KPU's role in implementing the political rights of persons with disabilities in the 2020 regional elections in Labuhanbatu, the institution has made considerable efforts in carrying out its responsibilities. These include ensuring that persons with disabilities can fully and effectively participate in political and public life on an equal basis with others and promoting their rights as outlined in Law No. 8 of 2016. Accessibility remains a crucial aspect that requires greater attention from the government in fulfilling these political rights. Additionally, it is important for the government to foster self-confidence and raise awareness among persons with disabilities regarding their political rights and their ability to vote. In the context of the 2020 regional election in Labuhanbatu, participation among persons with disabilities remained low. This research employs a normative legal approach by examining existing regulations relating to the rights of persons with disabilities, as well as assessing the practical implementation of these legal frameworks in the field, particularly in the efforts to fulfill the political rights of persons with disabilities in Labuhanbatu Regency. The main challenges faced by the KPU in ensuring inclusive participation include limited budget allocation, inadequate infrastructure, and inaccurate data on persons with disabilities. Therefore, law is generally understood not only as written norms and regulations (law in books), but also as behavioral standards that are accepted and applied in society.en_US
