dc.description.abstractThis study aims to explore the effectiveness of the goods and services procurement policy through the e-purchasing method in increasing the use of domestic products at the Bureau of Goods and Services Procurement, Regional Secretariat of North Sumatra Province. A descriptive qualitative approach was employed, using indepth interviews with key informants including the bureau head, Head LPSE North Sumatera, user staff, and suppliers. The findings indicate that the e-purchasing system has great potential in promoting the purchase of local products due to its transparency and efficiency. However, the effectiveness of this policy is hindered by several obstacles, such as system disruptions, complex administrative procedures, and the limited capacity of small-scale suppliers. Therefore, strategic steps are needed such as simplification of procedures, improvement of local product quality, enhancement of system infrastructure, and empowerment of small suppliers to optimize e-purchasing in supporting the domestic industry.en_US
