Diplomasi Publik Indonesia dalam Mempromosikan Indo-Pasifik melalui ASEAN Outlook on the Indo-Pacific (AOIP)

Abstract

This research explores Indonesia’s diplomatic role, strategies, and impact in promoting the Indo-Pacific concept through the ASEAN Outlook on the Indo-Pacific (AOIP), an official guiding document adopted by ASEAN as a collective response to the region’s evolving geopolitical and security dynamics. The Indo-Pacific concept has gained increasing relevance amid intensifying rivalry between major powers, particularly the United States and China, who are both seeking to expand their influence in the region. In this context, Indonesia emerges as a key actor encouraging ASEAN to formulate an inclusive, open, and cooperative approach. AOIP not only reflects ASEAN’s strategic stance but also embodies Indonesia’s normative diplomacy, emphasizing ASEAN centrality, adherence to international law, and the importance of regional stability and peace. This study employs a qualitative method with a case study approach, focusing on Indonesia’s diplomatic strategies following the adoption of AOIP in 2019. Data were collected through literature review of official government documents, diplomatic statements, academic journals, and international reports. The findings reveal that Indonesia actively utilizes both bilateral and multilateral diplomacy to promote the principles of AOIP to its dialogue partners, particularly the United States and China. Through these efforts, Indonesia aims to maintain a balance of interests and mitigate potential conflicts in the region.
