The success of construction projects is significantly influenced by the
competence of human resources (HR), which is a key factor in achieving project
goals effectively and efficiently. This research aims to analyze the impact of HR
competence on the success of construction projects at the Public Works and Spatial
Planning Office of North Sumatra Province. The method used is multiple linear
regression analysis with data collected from 50 respondents. The findings indicate
that HR competence, particularly the variables of experience (coefficient B = 0.206,
p = 0.010), loyalty (coefficient B = 0.338, p = 0.000), and expert certification
(coefficient B = 0.444, p = 0.000), significantly affects project success. Enhancing
competence in these variables is expected to positively impact the success of future
construction projects. The Public Works and Spatial Planning Office is advised to
enhance training and certification programs for employees to improve both
technical and non-technical competencies.
