    Abstract
    The low realization of household waste retribution in Kelurahan Padang Bulan, Kecamatan Medan Baru Kota Medan is caused by the low public participation in urban waste management. This low participation is attributed to the inadequate municipal waste services. Responses from 100 residents living in Kelurahan Padang Bulan and surrounding areas show that the average WTP (Willingness to Pay) is lower than the average ATP (Ability to Pay). A lower WTP compared to ATP indicates poor waste service delivery, with the average ATP (ability to pay for waste retribution) being IDR 25,712.50 per month, and the average WTP (willingness to pay for waste retribution) being IDR 23,000 per month. Waste retribution determined based on ATP-WTP and improvements in waste services will increase community participation. A total of 92% of residents in Kelurahan Padang Bulan are willing to pay IDR 25,000 per month if waste is collected daily on schedule after the TPS 3R (Waste Processing Site) is operational and managed by USU (University of North Sumatra). Setting waste retribution based on ATP- WTP encourages the realization of household waste retribution in Kelurahan Padang Bulan. The estimated retribution realization increases by 47.4% in Kelurahan Padang Bulan with a waste retribution rate of IDR 15,000/month in a pessimistic scenario, and increases by 145.7% with a rate of IDR 25,000/month in an optimistic scenario. This study concludes that investment in a TPS 3R on the USU campus is feasible and profitable based on financial analysis under the optimistic scenario of household waste retribution set at IDR 25,000/month, using a bottom-up approach based on ATP-WTP from household waste customers in Kelurahan Padang Bulan.
